What is toll-free SMS in the US?
Toll-free SMS is text messaging from a text-enabled toll-free number, a 1-800 style number that can both send and receive text messages. Before a toll-free number can carry application-to-person (A2P) traffic in the US and Canada it must be verified under the CTIA framework, administered through the registries and carriers. Verification is free, approval usually takes a few business days, and unverified numbers have been blocked for A2P since 31 January 2024.
What toll-free SMS is
Toll-free SMS uses phone numbers in the 1-800 family that have been text-enabled: they can receive inbound text messages and send outbound ones, and they can be used for application-to-person traffic once verified. A recipient sees a toll-free number rather than a local 10-digit number, which is a meaningful choice for brands that operate nationally, do not have local presence in every market, or already invest in recognizable toll-free voice numbers.
The capability is the same as any other two-way sender: a verified toll-free number can deliver notifications, confirmations, one-time passwords and marketing messages, and customers can reply to it. Replies work because the sender is a real number, and they are delivered back to your systems over HTTP webhook, SMPP or email. What toll-free is not is a short code: it is not a dedicated premium five- or six-digit number, and it is not priced like one.

Verification is mandatory, not optional
Since 31 January 2024, unverified toll-free numbers are blocked for A2P traffic in the United States and Canada. Verification is the process that confirms a qualifying business is behind the number and that the traffic is legitimate application-to-person messaging; it is administered under the CTIA framework through the registries and carriers.
Verification is free of charge, and approval is usually within a few business days. One practical requirement has been spreading through the process: carriers are increasingly collecting business tax IDs, such as an EIN, at verification, so have your business identity details ready before you submit. Because verification is free but takes days, the sensible sequence is to provision and verify the number early, while your integration work is still in progress, rather than launch on an unverified number and discover the block after the first campaign.

Who toll-free SMS suits
Toll-free SMS is a fit for senders who need national reach without a local-number appearance and who want a single number that carries mixed application traffic. That includes national brands, customer support operations, businesses whose customers are spread across states, and applications that use one number for notifications, verification and support conversations.
It also suits senders who already use toll-free voice and want the text channel attached to the same number, so customers remember one contact point. Differences from 10DLC and short codes
Toll-free, 10DLC and short codes are three different answers to three different problems, and the differences are practical. 10DLC runs on registered 10-digit numbers and is the mainstream route for business texting, with brand and campaign registration through The Campaign Registry and a trust score that gates throughput. Toll-free runs on verified numbers under the CTIA framework, offers a national single number with no local appearance, and in some profiles has potential for higher throughput per number, though treat that as profile-dependent rather than guaranteed. Short codes are five or six digits, boast very high throughput and are considerably more expensive, with longer approval timelines, so they are reserved for dedicated high-volume programs.
